A necessary and sufficient condition ensuring the existence and uniqueness of solution for plane harmonic Dirichlet exterior problems is given in this paper. Based on the above result, the equivalent boundary integral equations with direct unknowns for exterior problems are established. A extreme value principle on exterior region is produced. The solvableness of the first kind Fredholm integral equation is discussed.
